* Iraq said today it agreed to U.N. demands that it relinquish Kuwait, signalling a possible end to the war. * The White House said that Baghdad radio's dramatic announcement that Iraq may be willing to withdraw from Kuwait "Clearly contains conditions," and is not enough to stop the Persian Gulf War. White House Spokesperson Marlin Fitzwater said "promises alone are not sufficient."
