K-School Gives Tenure To Comparative Gov Prof

An assistant professor who specializes in institutional analysis was granted tenure yesterday by the Kennedy School of Government.

Steven J. Kelman '70 has taught public management and analysis at the K-School since 1978. He will assume the lifetime post of Professor of Public Policy in July.

K-School Dean Graham T. Allison, in a statement released last week, said that "[Kelman] would strengthen the School's capacity in the fields of institutional analysis and public management. In addition, his knowledge of Sweden and Germany brings an important comparative dimension to his analysis."

Institutional analysis attempts to assess and improve government operations. One of Kelman's five books compares safety and health regulation in Sweden and the U.S.

In 1980, Kelman won the American Political Science Association's award for the outstanding dissertation in comparative politics.

As a Harvard National scholar and Fulbright scholar, Kelman studied at the University of Stockholm in 1971-1972.

Kelman said the appointment would not change his responsibilities at the K-School significantly. "My life will basically stay the same," he said.

Kelman said he had no intention of coming to the Kennedy School after receiving his doctorate from Harvard.

"Going to the Kennedy School wasn't what I had in mind." said Kelman yesterday. "I just wanted to be a regular political scientist."

"A good friend of mine persuaded me that a position at the Kennedy School would broaden my intellectual persective," Kelman said.

Kelman's serves on the boards of the Committee of Awards and Fellowships of the American Scandinavian Foundation as well as the International Advisory Group of the Swedish Council on Management and Work Life Issues.
