But 20-year-olds should not panic, because the law includes a grandfather clause, which means all people who were able to drink before June 1 will still be able to drink

Gov, Michael S. Dukakis last fall signed the bill which raised the legal drinking age after originally opposing the legislation, because of a new federal law. That legislation, signed by President Reagan in July of 1984, requires all states to raise their drinking age to 21 by October 1, 1986 or risk a reduction in federal highway funds.
