PHILADEPHIA--Four University of Pennsylvania students suspected of selling lottery room tickets were not permitted to sign their housing leases. The Daily Pennsylvanian reported recently.

The students face charges from the University Judicial Inquiry Office, said Mary Cartier, the assistant director for Assignments and Billings. She would not release details, fearing they might jeopardize judicial proceedings.
