Dozens of tenants in a Harvard-owned building on Ware St. complained to Harvard Real Estate (HRE) about low heat levels during last week's cold snap, and some of the residents charged that University workmen lowered the heat as part of an ongoing battle to install new thermopane windows in the building.
Sally Zeckhauser, president of HRE, said yesterday that her office had received many complaints, but said the building was cold because of the difficulty of regulating temperatures now that half the apartments had the new windows and the other half didn't.
"As you gradually tighten the envelope, it's harder to control temperatures," Zeckhauser said.
Nearly half the building's 100 tenants--angry at the midwinter timing of the window installation and worried about rent hikes resulting from the work--have refused to let HRE install the new window fixtures.
