United States relations with Canada resemble the links between an imperial power and one of its colonies, an MIT professor of political science said yesterday at a Center for International Affairs seminar.
Walter Dean Burnham characterized the American attitude toward Canada as "being neglect," and said America hoped to maintain the "political and economic status quo" in Canada.
The inequality between the nations has produced strong nationalist feelings in Canada and prompted some to advocate tighter national control over natural resources and industry.
Richard H. Leach, professor of political science and director of the Canadian studies center at Duke University, presented a paper on foreign policymaking in Canada, stressing that the provincial governments have a much larger role in policymaking than American state governments.
