PHILADELPHIA--Sen. Daniel Patrick Moynihan (D-N.Y.) has withdrawn as graduation speaker this year at the University of Pennsylvania.
In a telegram to the university, he cited negative student reaction and a busy schedule as his reasons for withdrawing.
A group of black students had threatened to boycott graduation if Moynihan spoke because of his recommendation ten years ago to the Nixon administration of a policy of "benign neglect" for racial minorities.
