MADAGASCAR--Armed forces went on alert last weekend to meet what a government report called the threat of "imperialist aggression," particularly from South Africa.

In a communique broadcast over Radio Madagascar, the government said submarines had been sighted off the island's coast and unidentified aircraft had violated Madagascar's air space Sunday and Monday.
