The Radcliffe administration staged a running battle with residents of Cambridge's Observatory Hill neighborhood, the proposed site of a new Radcliffe gymnasium. The residents lobbied the City Council to change the zoning regulations on the area, in an attempt to halt the planned expansion. Radcliffe, meanwhile, pushed for completion of the project, as the residents' delaying tactics pushed projected costs up through the gym roof.
