Howard Jenkins Jr., National Labor Relations Board member, will speak to students at the Law School Wednesday on recent developments concerning the National Labor Relations Act.

Jenkins said yesterday that he will address the NLRB's current deferral policy under the Collier Rule.

Under the Collier Rule, the NLRB often sends cases back to private arbitration, leading to a situation in which "public law is decided by the private sector," Harry T. Edwards, visiting professor of law at the Law School, said yesterday.

Jenkins said he is strongly opposed to this trend in NLRB behavior and would speak against it to the law students.

Jenkins, first black ever appointed to the NLRB, has served on the Board since 1963. He has been long involved in labor relations at both state and federal government levels and as a labor and law professor at Howard University.

Jenkins will speak at 4 p.m. at Pound Hall at the Law School.
