Civil Service Chief Applies to Harvard For Personnel Post

Edward W. Powers, director of Massachusetts Civil Service, said yesterday he has applied for the post of Harvard's director of employee relations.

Daniel Steiner '54, general counsel to the University, said yesterday that Powers is a "very strong candidate" for the job, based on the quality of his past performance at Harvard.

Powers left his job as labor relations manager and assistant director of personnel here two years ago to fill the state post. He said yesterday he thinks he could be a "real part" of Harvard's efforts "to communicate" with its employees.

Powers, an outspoken critic of chicanery in the civil service system, said he has applied for the posts of personnel administrator at both the city and state levels in addition to the Harvard post.

The newly-appointed employee relations director will fill the post vacated by William N. Mullins, who announced his resignation last month.
