Trans-World Airlines has changed its summer air fare ads in student newspapers to say that its low "shoulder" rates for flights to Europe are effective only until May 31. Some ads also list the higher post-May rates. "We're very sensitive about these things," a spokesman for the airline's advertising agency said this week.
