Before the ACSR's letter can be mailed, the Corporation Subcommittee on Shareholder Responsibility would have to approve it. The ACSR has been negotiating with the Corporation about the letter, which is now about a page-and-a-half long and is undergoing its second round of revisions.
Sources say the Corporation's objection to the first two drafts of the letter was its references to technical information which the Corporation wants verified.
