Representatives of C.E. Maguire, Inc., the firm making an environmental impact study of the proposed John F. Kennedy Memorial Library, said last night they will not meet their deadline unless the Kennedy Corporation releases its library construction and program plans very soon.
George Grant, Maguire's project director for the impact study, said the library building shown to the public last May 29 is "undergoing major revision."
"We can't get into questions about urban design, pedestrian flow, or access to the river" without up-to-date information, Grant said, noting that the firm was going ahead with other aspects of the study.
Also present at last night's hearing called by the City Council Committee on Environment was Robert Rice, assistant general counsel for the General Services Administration (GSA).
The GSA had refused to send representatives to earlier community meetings where many city residents sharply challenged the qualifications of Maguire.
