THE REVELATION that the Defense Department will no longer allow military personnel to attend Harvard graduate programs is not particularly alarming. Lawrence E. Fouraker, dean of the Business School, said that by training the military personnel Harvard was "making a contribution to the broad strategic thinking of officers concerned with the national defense."
