Although Mr. Bynoe suggests that there were "a number" of errors and statements taken out of context, he "clears the record" citing only one such alleged misstatement.
My article of July 2 contained an accurate paraphrase of a statement made by me to Mr. Bynoe. If indeed the intentions of the Office of Civil Rights regarding the loss of Federal funds by "non-cooperative" contractors have not changed, then Mr. Bynoe inaccurately reported to me the policy of his department. That "no institution will actually lose its Federal funds," is not an erroneous report of what Mr. Bynoe told me nor a statement taken out of context, but, perhaps, a statement erroneously made by him.
