Simplify the administrative organization of the city to make it more efficient and responsive to the people.
Examine the administrative structure and make changes when necessary to improve the quality and efficiency of city services.
Establish ways in which citizens may meet informally (at regular and frequent intervals) with city officials to air grievances and exchange views. When requested by citizens, and when possible, administer city services from neighborhood centers.
Establish fair and effective mechanisms for the redress of grievances against municipal employees.
