AN UNUSUALLY important function of the Cambridge City Council is the appointment of a City Manager, because that official is most responsible for the city's day-to-day and long-range welfare. Five City Councillors were elected last November on a platform that demanded the replacement of incumbent Manager John H. Corcoran by a more innovative, reform-minded administrator.

In nine months this "liberal" team has betrayed the trust of the people by failing to choose a new City Manager from among several qualified candidates. It has made a mockery of terms such as "responsible government" and "public service" with sessions that have inspired some citizens to label the Council "the Cambridge City Circus."

We hope that during the next year both the School Committee, working with the new Superintendent of Schools Aflorence Chatham, and the City Council, in cooperation with Corcoran, will put aside past differences and make the better future of Cambridge their common goal.
