AN UNUSUALLY important function of the Cambridge City Council is the appointment of a City Manager, because that official is most responsible for the city's day-to-day and long-range welfare. Five City Councillors were elected last November on a platform that demanded the replacement of incumbent Manager John H. Corcoran by a more innovative reform minded administrator.
In nine months thus "liberal" team has betrayed the trust of the people by failing to choose a new City Manager from among several qualified candidates. It has made a mockery of terms such as "responsible government" and "public service" with sessions that have inspired some citizens to label the Council "the Cambridge City Circus."
