PARIS--Xuan Thuy, chief peace negotiator for North Vietnam, arrived here yesterday to resume the Vietnam peace talks. On arrival, he said that a quick settlement could be reached if the United States showed goodwill.

Speaking to the press at Le Bourget Airport, Thuy said that although North Vietnam stands by its past negotiating proposals, it is open to any "new" offers by the United States.

"We come to the negotiating table with a serious attitude and goodwill," he said. "We are sure that if the American side shows the same attitude we can rapidly reach a peaceful settlement."

The United States suspended the talks on May 4, near the beginning of the North Vietnamese-NLF offensive in South Vietnam.
