A memorandum released yesterday by Charles P. Whitlock, assistant to the president for Civic and Government Affairs, states that apprentice electrician Charlie McNeil has failed to go through proper channels in seeking a raise.
McNeil claims that he is being denied both a raise and a promotion because he is black.
The memorandum, sent to Dean Dunlop in response to a request for information from students in Currier House, suggests that McNeil appeal to a joint Harvard-union committee.
