Prisoners of war are a humanitarian issue.
For the other side, chemical and biological warfare is a humanitarian issue.
While the U. S. may not obtain the release of the POW's, the cessation of our use of CBW might convince the other side to fulfill our demands on prisoner treatment: i. e., international inspection of prisoner camps, release of sick prisoners, and complete lists of and expanded mailing privileges for prisoners.
Anyone who has followed DRVN and PRG statements in Paris over the last year will surely have noticed that when the U. S. has raised its POW demands, the other side has often responded with demands that we cease CBW.
