Boucher had been informed that the resolution would be discussed last night, but he was not present. He will keep his membership on the Council and forfeit only the office.
The Council also discussed a resolution to expel all its members who had not attended five meetings. Penn killed that resolution for at least a week when he said his attendance records were incomplete.
The problem of "deadwood membership" is a perennial one for the Freshman Council. Fifty per cent participation of members is standard. But the measures now being taken to discourage inactivity are unprecedented in recent years.
