Lally Backs B.R.A. Defends City Plans

Magr. Francis J. Lally, chairman of the Boston Redevelopment Authority explained and defended the urban renewal program in Boston at the Harvard-Radcliffe Catholic Student Center Tuesday evening.

Admitting that "I can't think of anything in modern times that has caused more anxiety than the BRA," Lally declared: "Urban renewal calls for the sacrifice of poor people and it is not possible to work with the poor without disturbing their status quo, but in the long run it does the most good for the people who need the attention."

Lally outlined the three ways in which urban renewal operates; demolition and development, conservation of existing neighborhoods, and "the most important aspect," rehabilitation.
