WASHINGTON, March 17--President Johnson has urged Congress to vote for a federal pay raise bill -- even if its members have to postpone their own $10,000 boost to do so.

The House defeated a $545-million all-inclusive pay bill last week when opponents forced a roll-call vote. Many congressmen were reluctant to go on record
