WASHINGTON, April 8--A Texas Republican leader announced today the formation of a national committee to draft Sen. Barry Goldwater as the 1964 GOP presidential candidate. The movement is headed by Peter O'Donnell, Jr., Texas Republican state chairman, who describes the Arizona conservative as a man who can win the South away from the Democrats and help the Republicans win control of Congress next year.

Goldwater said tonight that he has given up trying to stop efforts to get him into the presidential race, but will give no help to such projects.
