WASHINGTON, March 22--White House press secretary Pierre Salinger today described as totally untrue allegations of news management by the Kennedy administration.

In a speech before the Women's National Press Club, Salinger said the only legitimate place where news can be managed is at the desks of newspaper editors and radio and television news directors.

"The government cannot and could not present a false image to the public," Salinger said. "The activities in Washington and around the world are too closely covered by the press to make this possible even should an administration have such a desire--and I assure you that has not been and never will be the policy of the administration."
