Snow Plan Proves Effective

Robert E. Rudolph, Cambridge traffic commissioner, yesterday termed the first test of his snow emergency plan a "heartening success." He cited the "co-operation of the citizens of Cambridge" as the major factor in the program's effectiveness during Tuesday's storm.

Rudolph stated that the plan was carried out "far better than I had expected it would be," and was pleased that his department had found it unnecessary to tow away any cars.
