Twelve young Latin American political leaders will spend the next month observing the election campaigns in Massachusetts. They are part of a group of 36 who arrived here last Sunday for a week of seminars on American politics and government at the University as part of a State Department pilot project.

The rest of the visitors will leave this weekend to watch politicking in Michigan and California.

They spent last Tuesday touring precinct polling places, meeting candidates.

Activities planned for the group which remains in Boston will include traveling for a day with Governor Volpe, attending a dinner at which ex-President Eisenhower will speak, and listening to President Kennedy if he comes to Massachusetts to campaign for his brother.
