The protests about the legality of the new RGA constitution have no ground. The new constitution was proposed as an amendment by substitution to the old one. The procedure for amendment is clearly stated in both constitutions. The old constitution is therefore abolished when the new one is ratified and the funds are automatically transferred to the new RGA. Helen Garvy.
