The University announces its investigation of "shelter" plans. If Harvard joins the civil defense movement, as an educational institution and civilizing force she ceases to have any relevance whatsoever. She helps to invite war. Therefore the most solemn protest in the University's history must take place. It must be undertaken with total seriousness. It must be totally coordinated. It must be immediate.
