WASHINGTON, April 5--The strategic air force commander says the United States may lose the strength to deter the Soviet Union from war unless it boosts production of planes and missiles.

Gen. Thomas S. Power told a House Appropriations subcommittee, "The force I am told by the Pentagon is programmed is not adequate. I want more, and I want it faster. I have so asked for it."

Power said the strength of the United States, relative to that of the Soviet Union, stands to decline over the next few years and added: "A tremendous disservice... is rendered the American people when people say there is a nuclear statlemate. We have the deterrent posture today. We can lose it tomorrow."

Summit Meeting Seen

WASHINGTON, April 5--The foreign affairs chiefs of both Britain and France today held out prospects that their forthcoming talks with the Soviet Union on the Berlin crisis will get down to a summit meeting.

Germany's Foreign Minister Heinrich von Brentano said, "We should be realistic and we should not expect too much of the forthcoming East-West conference in Geneva." But he too found "some optimism" in the fact that the Soviet Union has agreed to a foreign ministers' conference starting May 11.

Britain's Foreign Minister Selwyn Lloyd said, "We believe peace can be preserved by negotiation."

Nehru Upholds Treaty

NEW DELHI, India, April 5--Prime Minister Nehru declared today India is still guided by her treaty of coexistence with Red China despite the fact this nation is "obviously interested and concerned about what happens" in Tibet.

"We cannot ignore it--Tibet--or look away," Nehru told a news conference.
