Castro Disclaims Any Connection With Cuban Landing in Panama; Herter Arrives for Paris Talks

PANAMA, April 28--Two bearded Cuban officers landed at a remote Panama beach today on a peace mission and contacted a band of invaders from Cuba. The officers immediately began negotiating for the surrender of the invasion force.

As the talks took place, there were new reports that more invaders were coming from Cuba. Panama promised to spare the lives of the invaders if they laid down their arms.

In another spectacular aspect of the modern drama unfolding in old-time pirate sea haunts, Cuba's Prime Minister Fidel Castro declared from a plane in flight that the Cubans were not of his ilk.

Castro denounced the Cubans in Panama as violating his Cuban revolutionary principles and ignoring direct orders to avoid any such involvements. Cuba promised every possible help in halting the invasion that has embarrassed Castro's government.

Herter Flies to Paris

PARIS, April 28--Christian A. Herter flew into Paris today to help tie up a Western package plan for solving the Berlin crisis and the problem of unification.

The new U.S. Secretary of State and the foreign ministers of Britain, France and West Germany, opening consultations here tomorrow are pretty much agreed on what to offer the Soviet Union at the conference table in Geneva next month.

Johnson Predicts Budget Cut

WASHINGTON, April 28--Senate Democratic Leader Lyndon B. Johnson of Texas predicted today that Congress will cut President Eisenhower's budget below the $77 billion he asked for, but perhaps will not balance the budget.

Johnson drew warm applause when he spoke to the 47th annual meeting of the U.S. Chamber of Commerce about paring down the spending total and said, "I believe in a balanced budget."
