Soviet Army Holds U.S. Trucks In East Berlin for Eight Hours; Russia Rejects Test Suspension

BERLIN--The Soviet army held a convoy of three U.S. Army trucks for 8 1/2 hours Friday. The trucks were stopped while seeking to leave isolated Berlin on a routine run to West Germany.

A U.S. Army spokesman said the Soviets at a check point outside West Berlin demanded a right to inspect the cargoes of the trucks--contrary to established procedures.

The halting of the convoy was the first such harassment since Soviet Premier Khrushchev Monday demanded that Western troops pull out of West Berlin.

Moscow Hits 'Clumsy Maneuvers'

GENEVA--Moscow clearly rejected Friday night an American plan for controlled suspension of nuclear weapon tests. This left the three-power talks as far away from agreement as on their opening two weeks ago.

In Russia's first public comment on the talks since the plan was submitted, Moscow radio accused Britain and the United States of "clumsy maneuvers" to prevent an immediate, permanent cessation of atomic and hydrogn bomb tests.
