Israel, UN Agree About Details Of Retreat From Gaza Region; McCarthy Clashes With Johnson

UNITED NATIONS, N.Y., March 4--While Israeli students rioted in Jerusalem in protest, Israel today completed technical arrangement for the transfer of Sharm el Sheikh and the Gaza Strip to the U.N. Emergency Force.

Mrs. Golda Meir, Israel's foreign minister, announced the agreement on arrangements to the 80-nation General Assembly. She spoke in an atmosphere of relief among the delegates over the ebbing crisis in the Middle East.

"I can now state," she said, "that on instructions from the government, the chief of staff of the Israel defense forces, Gen. Moshe Dayan, met today with the commander of the United Nations Emergency Force, Maj. Gen. E. L. M. Burns, to discuss measures necessary to carry out the withdrawal from both areas in accordance with the statement made by me on Friday last.

"I am now happy to state that they have come to full agreement on the technical details for the withdrawal and takeover."

Senate Mideast Clash

WASHINGTON, March 4--Sen. McCarthy (R-Wis.) clashed with Democratic leaders on the Senate floor today after declaring "it's a disgrace" that only five senators were present for the Middle East debate.

Both Majority Leader Lyndon Johnson (D-Tex.) and Sen. Neuberger (D-Ore.), acting leader at the time McCarthy made his protest, asserted McCarthy had been missing during most of the two weeks the Middle East resolution has been under discussion.

Brennan Approved

WASHINGTON, March 4--William J. Brennan, New Jersey Democrat chosen by President Eisenhower for the Supreme Court, won unanimous approval from the Senate Judiciary Committee today.

Eisenhower appointed Brennan to the court last Sept. 29, succeeding Justice Sherman Minton, retired, and he was sworn in Oct. 16. Congress was not in session then, and he is now going through the Senate confirmation process.

Eastland also announced that the committee will hold public hearings March 18 on Eisenhower's newest nominee to the court, Charles Evans Whittaker, Republican, of Kansas City. The President appointed Whittaker Saturday to take the seat left by the retirement of Justice Stanley Reed.
