Israel to Tell U.N. About Plans On Withdrawal From Gaza Strip; Kader Shuffles Administration

UNITED NATIONS, N.Y., Feb. 28--In a major break after weeks of negotiations, Israel informed the U.N. Assembly today it will make a statement tomorrow on its plan to withdraw from Egypt and the Gaza Strip.

Israeli Deputy Delegate Mordecal R. Kidron said during debate today that "the Israel delegation will be in a position to make a statement on the Israeli plan for withdrawal at a meeting of the General Assembly tomorrow afternoon."

Kidron's announcement was reported by sources close to the delegation to mean Israel is preparing to pull her troops back from the Gulf of Aqua and the Gaza Strip.

Hungarian Cabinet Changed

BUDAPEST, Hungary, Feb. 28--The Hungarian Cabinet and Communist party have been reorganized. Five changes were made in Premier Janos Kadar's Cabinet. Frenc Muennich, defense minister and interior minister, became first deputy premier. Lt. Gen. Geza Revesz took over the defense ministry and Bela Biszku stepped in as interior minister.
