Some eyebrows were reportedly lifted yesterday when it was learned that President Pusey's "Program for Harvard College" would include two million dollars for the Harvard Athletic Association.

But economists were quick to point out that salaries would not get across-the-board increases; the money was to begin an endowment fund to help cover the H.A.A.'s annual deficit of some $600,000. The deficit is presently covered by unrestricted funds.
