By The ASSOCIATED Press

GAPE CANAVERAL, Fla., Dec. 6--The Vanguard test rocket--with U.S. hopes for some recaptured prestige aboard--barely struggled off the ground today, then fell back and exploded.

The blow to American prestige came in the final stage of buildup for the Allied summit conference at Paris, where American leadership faces severe tests.

Teamsters Expelled

ATLANTIC CITY, N.J., Dec. 6--The AFF-CIO today expelled the International Teamsters Union by a 5-1 margin on charges it is dominated by corruptive influences, principally President-elect James R. Hoffa.

Contacted during a recess in his federal court trial on wiretap charges in New York, Hoffa said the ouster wouldn't weaken the union.
