Princeton University plans a $40 raise in dining hall charges and a 15 percent increase in dormitory rates, effective next fall, Robert F. Goheen, president of the university, announced yesterday.

The yearly cost for three meals a day will rise to $280 a year, while the average room rental will be $1 per day.
