BEIRUT, Lebanon, Nov. 22--A series of new incidents set the Middle East pot to boiling again today.

Lebanese security forces refused to permit 17 members of the Syrian Parliament to cross the border into this tiny republic on the Mediterranean shoreline.

Egyptian authorities refused to let a Jordan airliner land in Cairo with its 20 passengers, including a seven-man Jordan delegation to an Arab educational conference, a Jordanian airline spokesman charged in Amman.

New Money for U.N. Force

UNITED NATIONS, N.Y., Nov. 22--The United Nations authorized today the spending of an additional 38 1/2 million dollars to maintain its Middle East Emergency Forced through 1958.

The Soviet bloc, which would contribute about 20 per cent of the total, announced it would not pay anything toward maintenance of the deflcit-ridden force.
