LONDON May 19--Responsible British sources said tonight Prime Minister Churchill has informally taken up with Russia the idea of promoting a Big Three conference to insure world peace and that his move has met with Russian approval.

It there is no sharp change in the international situation, these informants said, the Russians are expected in the next three weeks or so to propose that Premier Georgi N. Malenkov, President Eisenhower, and Churchill confer.
