WASHINGTON, Feb. 11--President Eisenhower refused today to spare the lives of Julius and Ethel Rosenberg, sentenced to death in the electric chair for conspiring to deliver atomic secrets to Russia.

The President said in a statement: "I have made a careful examination into this case and am satisfied that the two individuals have been accorded their full measure of justice."
