Mass. State Representatives Defeat Move To Censure Saltonstall on Conant Approval

Attempts in the Massachusetts House of Representatives to censure the handling of President Conant's approval by the Senate fell through yesterday.

A large majority of the House refused to admit a bill submitted Monday by Robert F. Murphy, Democratic floor leader, condemning Saltonstall for rushing through the approval of Conant's appointment when only six senators were present.

Saltonstall had wired the House, stating that the bill could have been held up by the Democratic senators present if they had demanded a quorum. He said Senate action with so small a number present was "normal procedure."

Meanwhile, Conant arrived in Bonn, Germany, late yesterday afternoon to assume his duties as U.S. High Commissioner for Germany. Conant stated upon arriving that he would do "everything within my power" to carry forward the work of his predecessors.
