Former Massachusetts Atty. Gen. Francis E. Kelly field a bill at the State House yesterday aimed at extending the vote to 18-year-olds.
He referred to 18-year-olds "who fight for their country but cannot participate in its councils," as the reason for his proposal.
Kelly said he would get sufficient signatures for a referendum if the State Legislature does not accept the measure.
At present, Georgia is the only state which allows suffrage at the age of 18.
