Donald C. McKay, professor of History, will speak at 8 p.m. tonight in the Peabody Room of P.B.H. about the "Responsibility of the University in the Field of Foreign Affairs." McKay, who is chairman of the International and Regional Studies program is appearing under the auspices of the United Nations Council.
