Captain Chester H. J. Keppler U.S.N. (Ret.) will head a Harvard Committee on Civil Defense to cooperate with local, state, and federal authorities in framing civil defense programs, the University announced yesterday.

The other members of the committee are Keyes D. Metcalf, Director of the University Library, Russell H. Peck, Assistant Dean of the Law School, Neil L. Crone, professor of Business Administration, and Richard Ford '36, Acting Head of the Department of Legal Medicine.
