Assistant Secretary of Defense Anna Rosenberg yesterday signed a memorandum virtually deferring all Army R.O.T.C. students now in college.

The memorandum, according to defense secretary aides orders local boards to defer up to 129,500 men in R.O.T.C. units.

In other new developments, 147 childless husbands living in Massachusetts will be inducted next month from a potential supply of 4,000, Colonel Chester A. Furbush, state selective service director, announced yesterday.

"Married men without children, and then the 21-year-olds," Colonel Furbush said, "will comprise the draft quotas for a number of months ahead."

Furbush announced that the state January call would only be for 460 men, instead of the ordinary 1,800, because of a large backlog of inductees.
