In its second day of debate on the legislation to create a National Science Foundation; the House accepted a proposal for a FBI check on the loyalty of everyone of the proposed agency's employees and to require non-Communist affidavits from everyone receiving scholarships through it.
The Senate also opened debate yesterday on a bill to liberalize the law governing entrance of displaced persons into the United States, but this bill has not yet reached a final vote. Senator McCarrun, Den., of Nevada, leads the opposition to the bill.
