Miriam Van Waters, superintendent of the Framingham Reformatory for Women, told a Law Forum audience in Langdell Hall last night that lack of sufficient social workers in Massachusetts is the cause of many petty criminals serving long prison terms.

"Judges are far too busy to investigate each particular case," said Dr. Van Waters. "Advice from people who are acquainted with individual cases would facilitate the readjustment of misguided, but not criminal, young girls."
