Kelsen Emphasizes International Court

Hans Kelsen, visiting professor in Government, told a small audience that an international court is the easiest and most practical step toward world government, in a talk sponsored by the Harvard World Federalists at Phillips Brooks House last night.

"Only a court with compulsory jurisdiction will insure lasting world peace," said Kelsen. "That is why the League of Nations failed, and unless the United Nations amends its present provisions, that is why it will never achieve lasting success."

Kelsen added that a police force to see that the court's decisions were carried out is not immediately necessary.
